We build on whichever platform actually suits the site. For most CMS-driven projects we reach for Joomla, because it handles multi-language, access control, and structured content without the plugin-stack fragility that tends to accrue around WordPress - and because we maintain a suite of our own Joomla plugins (Retro Media Vault) that slot in where they're useful. WordPress is the right answer when the client's existing content team already knows it or the project needs a specific WooCommerce ecosystem. Static HTML is the right answer when the site doesn't need a CMS at all and the brief is really about speed, simplicity, and being maintainable by a developer rather than an editor. We'll recommend based on what the site actually needs to do, not what we happen to have a template for.
